Building partnerships for innovation and safe technology around the world

In an ever-changing technology environment, the private sector is leading the way and in many ways outpacing the efforts of government agencies. However, this does not mean that our government does not need to get in the way. Rather, as a government, we need to create the right ecosystem for innovation.

Building international technology partnerships

One of our core strategies is to build strong partnerships around the world.For example, consider the breakthrough INDUS-X project This was launched during Prime Minister Modi’s visit to Washington in 2023. It connects the U.S. and Indian private sectors, addresses weaknesses in the defense supply chain, and fosters innovation.

I recently attended the INDUS-X Summit in New Delhi, where I spoke about the U.S. commitment to accelerate innovation, support researchers and startups, and eliminate regulatory obstacles to the success of private industry. We have seen strong efforts from both India and India. In the words of Prime Minister Modi, “a society that does not innovate will stagnate.”

Driving digital transformation in Africa

Partnerships advance bilateral and multilateral initiatives in digital innovation. In 2022, President Biden launched the Digital Transformation in Africa (DTA) program, underscoring our commitment to this cause.

We have allocated more than $350 million through the DTA and are mobilizing further funding to improve digital accessibility and literacy across Africa. Our goal is to partner with African countries to ensure broad participation in the global digital economy.

Innovation in defense cooperation

Our partnership goes beyond traditional security objectives. Secretary of Defense Lloyd J. Austin visited Kenya in 2023 and signed the Defense Cooperation Framework in Nairobi, paving the way for increased cooperation on defense technology and innovation.

Kenyan Defense Minister Aden Bea Duale said: This cooperation will enable us to respond effectively to the region’s evolving security challenges. ”

Such partnerships are essential not only for security, but also to foster economic growth, address environmental challenges, advance business, and prepare for the future.

Leveraging technology for environmental resilience

Secretary Blinken’s recent visit to Brazil highlighted the partnership between the two countries in leveraging technology to combat climate change. With more than $260 million in investments, we are upgrading our infrastructure and deploying technology that increases environmental resiliency.

In Rio de Janeiro, the United States is providing more than $260 million in funding to help upgrade infrastructure and install 5,000 public Wi-Fi access points, as well as reduce electricity consumption by up to 60% while reducing costs. We are also installing a public lighting system that will reduce emissions by 10%. Reducing CO2 emissions.

Global dialogue on emerging technologies

Conversations with other countries about emerging technologies are critical to building a digital environment that embraces inclusivity and sustainability for all while benefiting the environment. We have launched high-level critical and emerging technology dialogues with South Korea, Singapore, India, and Israel to foster closer cooperation in AI, biotechnology, and quantum information science.

During the U.S.-Korea ICT Policy Forum and the Japan-U.S. Dialogue on Digital Economy, we will focus on AI, data security, system integrity, and environmental protection to ensure secure 5G technology and support digital growth in developing countries. We worked with companies to promote. friendly technology.

Ensuring responsible AI development

As we explore the potential of technologies such as AI, it is important to ensure that they are used responsibly and ethically. Through initiatives such as President Biden’s Executive Order on AI, we are leading efforts to set international standards and guidelines for how AI is developed and used. We acknowledge the recent adoption of a U.S.-led United Nations General Assembly resolution of 123 to demonstrate broad agreement on the need to seize the opportunity of safe, secure, and reliable artificial intelligence systems for sustainable development.
