Late last night, Mayor John Whitmire announced in an email to city staff that Houston Police Chief Troy Finner has retired and Larry Satterwhite has been named acting police chief.

This, of course, is in addition to the thousands of cases in which HPD officers have used the “SL” code over the years to indicate on police reports that they will not investigate further due to a lack of information.
