Born in eastern Zhejiang province, He is a senior engineer with a PhD in Management Science and Engineering from Northwestern Polytechnical University.
Mr. Huang began his career with China Aviation Industry Corporation, where he held several technical and management positions. In 2008, Mr. Huang was appointed Deputy Director of the State Administration of Science, Technology and Industry of National Defense.
He is best known as a military aircraft designer, particularly for developing the navigation and fire-control system for the Xi’an JH-7, a two-seater fighter-bomber nicknamed the “Flying Leopard”.
Huang was promoted to vice governor of Gansu province in 2014 and took up the same role in Henan province four years later, with responsibility for economic development and administrative efficiency. For the past four years, Huang has served as deputy party secretary of Sichuan province.
Liang holds a doctorate in economics from the Central Party School and served in administrative and research positions there for many years before being posted to Gansu Province in 2016 for two years, where he served as head of the propaganda and organization department.
