CASPER, Wyo. — Five Casper-area sports clubs, including skiing, skating and football, will have a place to practice and play games for the coming year.
The Casper City Council approved the lease and rental agreement under the consent agenda during a regular meeting in temporary council chambers at The Lyric, 230 W. Yellowstone Highway.
The agreement includes changes from the previous lease agreement, including increased fees, storage space and an extended contract term.
The fee increase could bring in about $165,000 in revenue for Hogadon Basin Ski Area and Casper Ice Arena.
Some contracts contain enforceable codes of conduct.
Those are the organizations listed in a memo sent by city staff to Mayor Carter Napier. More details on the lease agreement itself will be on the council agenda.
Casper Mountain Racers Leases the Hogadon Basin Administration Building for alpine racing training and racing events at Hogadon Basin Ski Area.
The new lease agreement is for one year, until May 31, 2025, with the option for four automatic one-year leases on the same terms.
Total rental fees will increase from $1,500 to $3,000 per year.
The increase in nighttime training fees could bring in up to $10,000 in extra revenue per year for ski areas.
Casper Figure Skating Club To use Casper Ice Arena, 1801 E. 4th St., for figure skating practice and competition.
The new agreement will be for three years, with automatic renewal for up to two years, with a 3% fee for each extension period.
The rental rate is $165 per hour, plus ancillary fees, bringing the total revenue from this contract to approximately $15,000 per year.
Casper Midget Football Association George Tani Ballfield and North Casper Ballfield Complex Field 12 for use by youth football programs.
The lease is for one year, with automatic renewal for up to two years. The association will pay a yearly participation fee of $500-550 for players and $600 annually for storage space rental, with an annual 5% increase.
Wyoming Amateur Hockey Association Regarding use of Casper Ice Arena.
The new agreement will be valid for three years and will automatically renew for up to two further years.
The rental rate is $165 per hour, with an annual 3 percent increase for each of the two extension periods, and city officials estimate that total revenue from the contract could be more than $30,000 per year.
Casper Amateur Hockey Club To use Casper Ice Arena for youth hockey practices and competitions.
The lease is for three years, with automatic renewal for up to two years unless either party requests termination, with rates increasing by 3% per year for each extension period.
The rental rate is $165 per hour, plus incidental fees, and city officials estimate total revenue from the contract will exceed $110,000 per year.
The hockey and figure skating contracts state that increased demand from both clubs for use of Casper Ice Arena made a second ice arena necessary.
The optional 6-cent sales and use tax on the Nov. 5 general election ballot includes a proposal to raise $5 million to pay for the construction of a second tier of ice at Casper Ice Arena.
“Proposal 2: Pay $5 million plus interest to the City of Casper to cover a portion of the total construction cost of a second sheet of ice adjacent to the existing Casper Ice Arena.”
