Twelve joint investigation teams have been formed by the Punjab Home Department to probe cases registered under the Anti-Terrorism Act 1997 and the Pakistan Penal Code across Lahore and Sheikhupura districts.
A joint investigation team is a multi-agency group assembled to investigate complex cases.
The joint investigation teams (JIT) were established primarily on November 6, 2025, under the authority of Section 19(1) of the ATA, which empowers the government to utilise specialized forces for addressing terrorist acts and offenses.
Seven JITs are dedicated to cases in Lahore, while five will oversee investigations in Sheikhupura.
The JITs established for these matters comprise senior police officers, representatives of the Counter Terrorism Department (CTD) in the rank of DSP, and often include members from intelligence agencies.
Each JIT is tasked with completing its investigation and submitting a final report, or “challan,” under Section 173 of the Criminal Procedure Code, thereby advancing the cases for trial as required by the ATA.

In the Sheikhupura district, JITs convened by the SP Investigation will handle cases from the Muridke Circle, including:
FIR No. 2392/2025 (PS City Muridke): Involves serious charges, including murder (302), attempted murder (324), kidnapping (365), and dacoity (395), in addition to violations of the ATA, MPO, Arms Act, and the Punjab Sound System Act.
FIR No. 2393/25 (PS Saddar Muridke).
FIRs 2394/25 (PS Narang Mandi) and 2395/2025 (PS Manawala).
FIR 4139/2025 (PS Ferozewala).
These investigations are happening because of the violence that took place in October during the TLP’s long march.
In Muridke, the violence resulted in the martyrdom of Factory Area SHO Shehzad Nawaz, who was fatally shot by protesters. During the clashes, police and Rangers launched a counter-operation to disperse the crowds, which had reportedly used stones, spiked sticks, and petrol bombs.
Forty-eight police and Rangers personnel were injured (17 from gunfire), while three TLP supporters and one passerby were killed, and eight civilians were wounded. Protesters reportedly set fire to approximately 40 government and private vehicles.
In Lahore, JITs have been set up for cases registered across the Iqbal Town and City divisions, covering:
PS Nawankot and City Nawankot (including FIRs 3279/25, 3272/25, and 3271/25).
Cases from Shahdara Town, Shahdara, and Ravi Road police stations.
