The Indian parliament will elect a new speaker on June 26, but lawmakers can move a motion in support of a candidate by noon the day before, the Lok Sabha Secretariat said on Thursday. The 18th Lok Sabha will meet for the first time on June 24 and conclude its term on July 3.
According to the House of Representatives’ Official Gazette, any member may submit a written motion to the Secretary-General at any time up to noon on the day before the election to nominate another member for Speaker.
“In this case, the notice of the motion to elect the Speaker can be given by 12 noon on Tuesday, June 25,” the ministry said.
The first two days will be dedicated to taking oath of new lawmakers, while the Speaker elections are set to take place on June 26. On June 27, Speaker Draupadi Murmu will address a joint sitting of the House and the Senate.
The notice of motion must be seconded by a third member and must be accompanied by a statement from the candidate standing on the ballot that they would be willing to serve as speaker if elected.
The clerk cited rules, pointing out that councillors cannot propose their own names or second the motion.
Councillors who have a motion on the agenda will table the motion if asked, unless they make a statement that they do not want to table the motion, it said.
The motions proposed and duly seconded are considered one by one in the order proposed and voted on as necessary. If the motion is passed (adopted), the Chairperson (pro tempore) declares that the member proposed in the passed motion has been elected Speaker of the House. Any other motions are invalid.
