India’s lower house of parliament is set to elect a new speaker on June 26, with lawmakers able to move a motion in support of a candidate by noon the day before, the Lok Sabha Secretariat said on Thursday.
The 18th Lok Sabha of India met for the first time on June 24 and will conclude its session on July 3.
According to the House of Representatives’ Official Gazette, any member may submit a written motion to the Secretary-General at any time up to noon on the day before the election to nominate another member for Speaker.
“In this case, notice of the motion to elect a Speaker may be given by noon on Tuesday, June 25,” it explains.
The first two days will be dedicated to electing new members, while the election for the speaker will take place on June 26.
On June 27, President Draupadi Murmu will address a joint session of the House of Representatives and the Senate.
The notice of motion must be seconded by a third member and must be accompanied by a statement from the candidate standing on the ballot that they would be willing to serve as speaker if elected.
The clerk cited rules, pointing out that councillors cannot suggest names or second the motion.
Councillors who have a motion on the agenda will table the motion if asked, unless they make a statement that they do not want to table the motion, it said.
Motions offered and duly seconded will be considered one by one in the order they were offered and, if necessary, decided by a division vote.
If the motion is passed (adopted), the Chairperson (pro tempore) will declare that the member proposed in the passed motion has been elected as Chairperson.
Any other motion would be futile.
