According to Pakistan’s foreign ministry, Pakistan provided India with a list of its defence personnel who went missing during the 1965 and 1971 wars, and also exchanged lists of civilian prisoners of war and fishermen held by the two countries. The exchange of lists was carried out simultaneously through diplomatic channels between New Delhi and Islamabad.
“A list of 38 missing Pakistani defence personnel believed to be in Indian custody since the 1965 and 1971 wars has also been handed over by Pakistan,” the foreign ministry said in a statement.
Pakistan also provided a list of 254 Indian or presumed Indian civilian prisoners and fishermen held in Pakistani prisons, while India released a list of 452 Pakistani or presumed Pakistani civilian prisoners and fishermen held in Indian prisons.
The 2008 Bilateral Consular Access Agreement requires such lists to be exchanged annually on January 1 and July 1. The Ministry of External Affairs has called for the immediate release and repatriation of all Pakistani prisoners who have completed their sentences in India.
Pakistan requested special consular access to a range of prisoners believed to be Pakistani, including those with physical and mental disabilities, and prompt verification of their nationality.
“We have requested special consular access to various prisoners believed to be Pakistani, including those with physical and mental disabilities, and for expedited verification of their nationality,” the statement said.
The Ministry of External Affairs noted that as part of the government’s efforts, repatriation of 62 Pakistani prisoners has been secured so far in 2023 and four this year.
The two countries also exchanged lists containing information on civilian prisoners and fishermen held in each country, according to a 2008 agreement between the two countries, the foreign ministry said.
India has provided Pakistan with a list of 366 civilian prisoners and 86 fishermen currently being held in India, and in return, Pakistan has shared with India a list of “the names of 43 civilian prisoners and 211 fishermen who are Indian or believed to be Indian being held,” according to a Ministry of External Affairs statement.

According to the list, of the 83 missing guards, four were taken prisoner in the 1965 war, while the majority of the missing were from the 1971 war. In addition, a total of 21 guards were reported missing between 1996 and 2010.
