Part of the problem is the communicator himself: Biden, like Starmer, is not a particularly dynamic communicator, and his age and a series of crises, including the Gaza war and persistent inflation, have hampered his ability to sell the public on his record.
But the Biden campaign also faces short attention spans from the public and the political media, which officials say are often too preoccupied with what controversy Trump will stir up next.
“What’s important for Biden is to remind moderates and his base how antithetical he is to stable Trump,” said Julian Zelizer, a presidential historian at Princeton University. “The downside is that being stable and politically normal is not inspiring.”
The cruel irony for the Biden team is that the president is now dominating media and national attention, but not for the reasons they expected.

In Britain, Mr. Starmer has more time, but maybe not much: The next election is almost certain to be in four or five years, but he will face the same dangers of an impatient media and a public with a short smartphone attention span, government and party insiders say.
Labour aides likened Starmer’s challenge to that faced by the party’s most famous historical prime minister, Clement Attlee, who came to power after World War Two on a mandate for change and introduced Britain’s iconic state-run National Health Service, which provides free healthcare for all.
