Authorities are increasing patrols over the holiday weekend to target impaired boating. The effort, known as Operation Dry Water in some areas, also includes checks for life jacket use in some cases. Patrols are being stepped up in multiple states, including Maryland, Pennsylvania, New Jersey, and North Carolina, ahead of the July 4 weekend.
