A plan is being considered to make a city more absorbent, or "spongier", to help mitigate flooding. The city in question appears to be Liverpool, with reports suggesting a multi-million pound investment, possibly £30M, to achieve this goal. The concept of creating "sponge cities" is also being explored in other contexts, including in China, as a potential solution to flooding.
